The archive contained a highly complex mix of Crown copyright material, private correspondence, maps, and administrative documents dating back to colonial periods. Without structured rights classification, digitization risked exposing institutions to legal liability. The lack of page-level ownership clarity, inconsistent metadata standards, and diverse document formats created a significant barrier to safe large-scale publication and academic accessibility.

Approach

Specialized teams reviewed and segmented documents using Copyright Zoning (CRZ) to separate Crown-owned and third-party content at page level. Metadata frameworks were built to reflect historical taxonomy and legal ownership structures.
