0 The Company

Twenty years building the record.

SBL Infotech is the UK entity of SBL — an independent UK company incorporated in 2011, drawing on two decades of SBL group engineering heritage but operating under its own UK governance, UK delivery and UK contracts. We are based in Chelmsford and work with the institutions that anchor UK public and regulated life — The British Library, The National Archives (UK), UK government bodies, financial regulators, healthcare systems and publishers.

Our remit is the record: how it is captured, structured, governed and made defensible long after the technology that produced it has moved on. Every system we ship to a UK client includes the audit lineage, schema governance and evidence pack the next reviewer will ask for by name.

SBL Infotech is CMMI Level 3 appraised and certified under ISO 9001, ISO 27001 and ISO 27701, and listed as an approved supplier to The National Archives (UK). The UK entity is operationally and contractually distinct from the wider SBL group; the engineering discipline is shared.

I Who we are

An institution that builds for institutions.

SBL Infotech is the United Kingdom entity of SBL — a UK company incorporated in 2011, with its operational headquarters in Chelmsford. We draw on two decades of SBL group engineering experience but operate under our own UK governance, UK delivery and UK contracts. Our clients are the institutions that hold the country’s records and process its regulated work: The British Library, The National Archives (UK), UK government bodies, financial regulators, healthcare systems and publishers. The brief we accept is the one a UK regulator could re-read and a successor team could continue without us in the room. We are CMMI Level 5 appraised, ISO 9001, ISO 27001 and ISO 27701 certified, and listed as an approved supplier to The National Archives (UK).

We do not just build software. We build systems that keep the record intact.

III Our journey

Twenty years, on the record.

The institution did not arrive whole. It accreted — engagement by engagement, audit by audit. A short timeline of the milestones that shaped how we work today.

  1. 2005

    SBL group founded

SBL is established to provide structured-data and document-engineering services to publishers and government clients — the engineering heritage SBL Infotech UK draws on today.

  2. 2009

    First international engagement

Indexing programme for a U.S. genealogy publisher. The handwriting recognition pipeline begins to take shape.

  3. 2011

The UK entity is established as a private limited company, operating under its own UK governance, delivery and contracts.

  4. 2012

    ISO 9001 & ISO 27001 certified

External audits formalise what was already practice — a quality and information-security regime aligned with regulated-domain clients.

  5. 2014

    Kerala Legislative Assembly digitisation

One hundred and thirty-five years of lawmaking become a single queryable corpus. Retrieval moves from days to seconds.

  6. 2017

    CMMI Level 3 appraised

Maturity audited at the highest level; the delivery model is independently certified.

  7. 2020

Chelmsford HQ; approved supplier to The National Archives (UK)

UK operational base relocates to Chelmsford; approved-supplier listing with The National Archives (UK) follows.

VHow we deliver

A delivery model built for regulated environments.

SBL follows a structured delivery framework designed for organisations where accuracy, governance and operational continuity are critical. Every engagement is managed through defined accountability, measurable delivery checkpoints and audit-traceable workflows ensuring the system remains maintainable, reviewable and scalable long after deployment.

01

Discovery & Governance

Every engagement begins with a structured discovery and governance phase. Business objectives, operational dependencies, compliance requirements and success metrics are documented before implementation begins. Audit lineage, schema governance, security controls and evidence requirements are defined at the start — not added during delivery.

02

Agile Delivery & Validation

Delivery is managed through structured sprint cycles with continuous governance and operational review. Each phase includes validation checkpoints for data quality, lineage tracking, security compliance and human-in-the-loop (HITL) accuracy verification. The focus is not only on feature completion, but on operational reliability and audit readiness.

03

Documentation & Knowledge Transfer

SBL ensures that every deployment includes the documentation, operational guidance and governance records required for long-term maintainability. Runbooks, workflows, architecture references and audit evidence are delivered alongside the system to ensure smooth transition across operational and technical teams.

04

Managed Support & Continuity

The engagement does not end at go-live. SBL provides ongoing operational support, enhancement governance and regulator-ready evidence support for organisations operating in compliance-driven environments. Every engagement includes accountable ownership, measurable SLAs and structured escalation support.
