IThe Product

Digital transformation for parliaments and law-making bodies.

eParliament uses information and communication technologies to modernise the work of legislative bodies — replacing cumbersome procedures and heavy paper dependency with simplified, dynamic workflows, real-time data access and improved record-keeping. Built across four delivery surfaces — in-house, intranet, internet and mobile — it supports the complete digital transformation of the House, from drafting to dispatch.

01 Paperless processes replacing cumbersome procedures and heavy paper dependency with simplified, dynamic legislative workflows.
02 AI & Machine Learning integration auto-transcription, document classification, intelligent search and NLP-driven retrieval across the legislative archive.
03 Better insight and faster decision-making real-time data access, debate context surfaced from across the assembly and the public record.
04 Fully customisable and secure multi-layered security, role-based access, audit-logged actions, configurable to the constitutional shape of any legislature.
IICapabilities

Six modules. One legislative operating layer.

Each module is independently composable; together they deliver paperless legislative process, multilingual record-keeping and intelligent retrieval across the institutional memory of the House.

01 Smart Data Management A comprehensive web portal and mobile application for parliaments. End-to-end automation of legislative process with smart, digital workflows that streamline interactions among stakeholders. Digital archival and library capabilities serve as an open-source digital repository — capture, crawl, index, store, search and retrieve, end-to-end.
02 AI / ML document repository OCR, image recognition, machine vision, data extraction, document classification, natural-language processing and automated workflows. The system reads, understands context, and performs actions: identifying documents, extracting keywords, auto-clustering by pattern, and surfacing similar information through intelligent search.
03 AI Reporter Audio and video session records auto-transcribed into editable text for the reporters' bench. Multi-language support across 50+ languages — English, Russian, Spanish, Chinese, Japanese and the major Indian languages. Reviewers retain full edit control with a human-in-the-loop workflow.
04 Parliament virtual tour A Metaverse-based 3D walkthrough of the parliament premises within the public information portal. Honourable members can virtually attend sessions, access the assembly library and navigate points of interest across the campus.
05 Web crawling & context Information related to parliament proceedings, President's address, members' and ministers' speeches is crawled from newspapers, websites and social media and linked back to the respective Members and debates — surfacing context-rich results in the multilingual search engine.
06 RFID library management Automated assembly-library inventory — RFID-tagged books and documents enable instant borrow / return / refer workflows and accurate shelf tracking. Improves user experience for members and accuracy for library officials.

IVHow it works

From data to decision.

Every eParliament implementation follows the same four stages — digitise the workflow, connect every stakeholder surface, govern the record, and engage the public. The architecture is modular; data flows seamlessly between in-house, intranet, internet and mobile delivery channels.

Stage 01
Digitise
Paperless workflows replace cumbersome procedures across the business of the House — questions, motions, bills, papers laid, committee proceedings.
Stage 02
Connect
Secure delivery across four surfaces — in-house applications inside the chamber, intranet for officials, internet portal for citizens, mobile for members on the move.
Stage 03
Govern
Multi-layered security, role-based access, audit-logged actions. AI-driven document classification and intelligent search keep the institutional memory retrievable in seconds.
Stage 04
Engage
Citizen-facing portal increases public participation and transparency. The public record stays current; the legislative process stays accountable.

Smart, secure, multilingual. Built for the institutions that anchor democratic process.

VAI Inside

AI inside, not AI on the side.

AI and machine-learning capabilities are woven into the legislative workflow itself — OCR and document classification on every paper laid, NLP-driven search across the institutional memory, audio / video transcription in 50+ languages for the reporters’ bench, and web-crawling that links members and debates to the public record outside the chamber.

VIIIWhy Actigen

Why Actigen.

The choice of platform is the choice of partner. Actigen is what twenty years of regulated delivery looks like, productised — and held to the standards the regulator already applies to the work.

01 / First-mover

First-mover in digital legislature

The SBL group delivered the first digital legislative assembly in India in 2010 (Kerala State Legislative Assembly) and has since shipped eParliament implementations across multiple state assemblies — the engineering heritage SBL Infotech UK draws on for every UK and EU engagement.

02 / Award-winning

Award-winning platform

eParliament is an award-recognised solution that has facilitated end-to-end digitalisation across multiple legislatures, delivering increased operational efficiency and measurably better time management for the House.

03 / Audit-ready

Audit-ready by default

Lineage on every transaction. Audit packs generated on demand. Multi-layer security and role-based access are the spec, not the afterthought. CMMI Level 3, ISO 9001, ISO 27001 and ISO 27701 certified.

04 / Fully

Fully customisable

Every legislature has its own constitutional shape, language profile and procedural rhythm. eParliament is configured around your business of the House — never the other way around.

“We write software the same way we keep records. Both have to stand up to the audit.”

See it in action
What worked was the loop — paperless workflows in the chamber, the public portal outside it, and the institutional memory finally retrievable. Five hundred years of records, queryable while the House is sitting.
